In zone 3b, the last spring frost usually comes around May 15 and the first fall frost around Sep 15. Here is when to plant lemons.
Note: winters in zone 3b are usually too cold for lemons to survive outdoors. Grow it in a large pot and move it into a garage or indoors for winter.

Outdoors year-round only in zone 9 and warmer. Elsewhere, keep it in a pot and bring it in for winter.
